Directory of Accredited Laboratories Asbestos Fiber Analysis (PLM Test Method) The purpose of the Bulk Asbestos Program is to accredit testing laboratories to assure that they are competent to analyze bulk samples for asbestos using polarized light microscopy (PLM). Public Law 99-519, 'Asbestos Hazard Emergency Response Act of 1986,' referred to as AHERA, requires that the National Institute of Standards and Technology (formerly the National Bureau of Standards) develop an accreditation program for laboratories conducting analyses of bulk samples of asbestos-containing material.
